Dr Antony Lockyer combines a research background in marine ecotoxicology with extensive experience in environmental approvals, management and infrastructure delivery.

His career spans consultancy, government delivery organisations and utilities, providing an understanding of both technical assessment and the practical responsibilities of project teams. He has led multidisciplinary environmental investigations, developed approvals strategies and advised project leaders on regulatory requirements, environmental risk and delivery priorities.

As Director and Principal Consultant, Antony works directly with OceanEdge’s clients, bringing continuity, technical judgement and a collaborative approach to each engagement.

Antony’s experience includes environmental leadership for the Office for Northern Water Delivery, alongside constraints mapping, corridor assessment and approvals planning for ElectraNet’s Northern Transmission Project. His work connects early project decisions with technical investigations, regulator engagement and practical environmental management. From coordinating marine and terrestrial assessment programmes to developing management systems and overseeing contractors in the field, he understands how environmental requirements need to be carried through every stage of a project.

This breadth shapes OceanEdge’s approach. We work as part of the project team, ask the questions that matter and provide clear advice that considers environmental responsibilities alongside design, procurement and programme requirements.

Research

Antony’s PhD, “Marine Invertebrate Sperm as an Indicator of Metal Toxicity”, investigated how metal exposure affects reproductive processes in marine organisms and how these responses can inform environmental risk assessment.

Using Port Pirie and the Upper Spencer Gulf as a case-study setting, his research examined the effects of environmentally relevant metal concentrations on local marine species. The work focused on reproductive endpoints, including sperm function and fertilisation success, and the development of sensitive, reliable ecotoxicological testing methods.

This research continues to inform his professional approach to marine assessment. It provides a foundation for critically evaluating scientific evidence, understanding the relationship between exposure and biological effects, and translating complex findings into practical advice for project teams and regulators.

Marine Water Quality and Ecotoxicology

Antony’s technical experience includes scientific advice on wastewater, desalination and produced-water discharges, combining ecotoxicological evidence, water-quality information and hydrodynamic modelling to assess potential effects on marine receiving environments.

He has managed specialist investigations, reviewed technical assessments and interpreted the relationship between discharge characteristics, dispersion and ecological exposure. His work also includes developing monitoring and management requirements and providing scientific and policy advice on chemicals in the marine environment.

This combination of research and applied assessment experience supports rigorous scrutiny of technical studies and clear communication of their implications for design, approvals and environmental management.

Major Project Environmental Management

Antony brings practical experience in managing environmental requirements during infrastructure investigations and construction. His work includes developing and reviewing Construction Environmental Management Plans, preparing environmental work procedures and assessing contractor implementation through field inspections and assurance activities.

He translates environmental constraints and environmental approval conditions into clearly defined work areas, access arrangements and exclusion zones. This connects statutory obligations with the information contractors need to plan and undertake their activities.

His experience also includes establishing and reviewing environmental management systems, clarifying responsibilities and incorporating environmental requirements into procurement and contracts. He works closely with project managers, contractors and regulators to address emerging issues and maintain practical oversight of environmental performance.
